Western Cape Initiates Overberg Rail Freight Pilot Project to Promote Expansion and Progress

The Western Cape Mobility Department has launched the Overberg Freight Rail Business Case, an ambitious project aimed at revitalizing freight rail along the Overberg corridor, a significant agricultural region in the Western Cape [1][2][3]. This initiative seeks to create a commercially viable, data-driven freight rail system that reduces dependence on road transport, alleviates road congestion, and supports economic growth by efficiently moving agricultural products.

The project's key aspects include validating freight volumes and demand, assessing and upgrading rail infrastructure, and developing a sustainable, commercially viable model that encourages both public and private investment in rail freight. The pilot phase, running until June 2026, will gather data, refine plans, and build a detailed implementation roadmap [3][5].

By focusing on key agricultural corridors in the Overberg region, the project aims to reduce road freight traffic, improving transport efficiency and supporting the region’s economy and environmental goals. The Transnet Rail Infrastructure Manager has emphasized the need for targeted investment, public-private partnerships, and coordinated planning to bring the infrastructure up to standard and support a significant shift from road to rail [4].

The Overberg Freight Rail Business Case and Implementation Plan pilot project was launched in Bredasdorp, Western Cape, on 23 July 2025. Stakeholders have expressed strong support for the initiative, acknowledging challenges such as the current condition of the Overberg rail line. The project represents a turning point for the district, unlocking rail, attracting investment, creating jobs, and strengthening the economy [6].

The project will explore the long-term opportunity to close the 60 km Protem-Swellendam rail gap, potentially expanding the catchment area and improving network efficiency. The initiative aims to reconnect the Caledon farming hub with the Belcon Inland Terminal (Bellville Container Terminal) and the Port of Cape Town [7].

Minister Sileku stated that the project could position the Western Cape to triple its export value by 2035. By reducing exporters' logistics costs by up to 30% for long-haul shipments and cutting freight-related carbon emissions by as much as 70% per ton, the project aligns with the Western Cape's aim to solidify its role as South Africa's leader in sustainable and export-driven freight logistics [8].

If the pilot proves viable, construction and phased operations will begin in late 2026, with a launch expected by 2028. The project's success will depend on attracting public-private partnerships to fund and operate services, ensuring reliable two-way cargo flows.
