Vermont Governor Aims to Boost Housing with New Executive Order

Vermont Governor Phil Scott has signed Executive Order No. 06-25, aiming to streamline housing construction and reduce costs. The order, signed on September 17, 2022, targets regulatory barriers and energy code standards, particularly those introduced by the 2024 Residential Building Energy Standards.

The executive order is set to boost Vermont's housing supply by making it easier and less costly to build homes. It allows builders to choose between the newer 2024 energy code and the previous 2020 code, providing flexibility and affordability.

The 2024 code initially added around $12,000 to the average home's cost compared to the 2020 code. This increase, along with other regulatory challenges, had slowed housing construction. The new order aims to resolve these issues, promoting more housing options for Vermonters.

The executive order is expected to reduce permitting delays, clarify regulations for builders, and allow smarter land use in areas where development is encouraged. By offering a choice between energy codes, it promotes more comfortable housing density and affordability in Vermont.
