Unprecedented Planning Approval Granted for Green Belt Development in Lancashire

In a significant development for the architecture industry, Shaw and Jagger Architects have secured planning approval to create Woodfold Villa, a 20,000 sq ft villa that will stand as a testament to 18th-century architecture within Blackburn's Green Belt listed parkland.

The villa, to be named Woodfold Villa, will be inspired by the architectural styles of James Wyatt and Sir Jeffry Wyatville, who worked for King George III and King George IV. The design aims to raise design standards, while adhering to the stringent regulations that govern 18th-century architecture-inspired buildings on Green Belt land.

These regulations require authentic architectural detailing consistent with historic 18th-century Baroque, Palladian, or Neoclassical styles. Buildings must also comply with Green Belt planning policies that protect openness and prevent inappropriate development. Adherence to heritage conservation guidance is essential if the building is listed or located in a conservation area.

Francis Shaw, director of Shaw and Jagger Architects, expressed satisfaction with the planning approval, stating that the success of Woodfold Villa required extensive research, hard work, and a dedicated team. The villa will consist of six bedrooms and will be representative of 18th-century architecture, with classical temple fronts, lofty steeples, symmetrical layouts, and classical orders.

The initiatives for biodiversity improvement include the planting of an oak woodland and the creation of a lake to encourage a wild habitat. The proposed landscape garden of Woodfold Villa aims to improve biodiversity net gain by almost 90%.

The Planning Inspector's endorsement of the design of Woodfold Villa is particularly noteworthy. In a 20-page decision statement, the Planning Inspector praised the exceptional quality design of Woodfold Villa, stating it would raise standards of design in rural areas. The Planning Inspector's decision on Woodfold Villa is seen as a significant boost to the standards of design in rural areas.

Woodfold Villa is one of only 150 schemes to be granted permission since 1997 under the Country House Law national planning policy 84e. This achievement further solidifies Shaw and Jagger Architects' reputation for taking on complex projects that other companies might find risky.

The villa's location within Blackburn's Green Belt listed parkland adds an extra layer of complexity to the project. Green Belt land is protected to prevent urban sprawl and preserve open countryside, making development a challenging process. However, Woodfold Villa's design and commitment to preserving the natural beauty of the parkland have earned it the Planning Inspector's approval.

This project serves as a shining example of how 18th-century architectural styles can be successfully integrated into modern developments while maintaining respect for the historic character and environmental value of Green Belt areas.

  1. To ensure sustainability and adherence to environmental-science principles, the landscape garden of Woodfold Villa will include the planting of an oak woodland and the creation of a lake to promote biodiversity net gain by almost 90%.
  2. Alongside the villa's commitment to maintaining the authentic architectural detailing required by 18th-century policy, Shaw and Jagger Architects have also demonstrated an emphasis on investing in research and a dedicated team to secure planning approval for Woodfold Villa.
  3. With the Planning Inspector's endorsement of the design of Woodfold Villa, this real-estate development is not only a testament to 18th-century architecture but also a policy benchmark for raising design standards and setting a precedent for future projects within conservation areas and Green Belt listed districts.
