Lake Tolmacheva in Kamchatka Krai is currently under temporary access restrictions due to ongoing security measures and infrastructure work. The Tolmachevskaya Hydroelectric Power Plants (HPPs) are a critically important object of the fuel and energy complex with a high level of danger. Due to increased terrorist and sabotage threats, special protection is required for the Tolmachevskaya HPPs. Active work is underway to restore the road surface with the involvement of special equipment for snow removal and repair. The repair and restoration work at the Tolmachevskaya HPPs is scheduled to be completed by June 20, 2025.

Round-the-clock access control by armed guards has been introduced in the area. After June 20, 2025, the established traffic rules and access regime, dictated by the considerations of security of the critical infrastructure object, must be strictly adhered to by visitors of Lake Tolmacheva.

From June 21, 2025, traffic to Lake Tolmacheva will resume with daily operations from 8:00 to 22:00. Only passenger cars (driver and up to eight passengers) and vehicles designed for the transportation of more than eight passengers, provided their weight does not exceed five tons, are allowed on the road to Lake Tolmacheva. The maximum permitted weight of vehicles allowed on the road to Lake Tolmacheva is not more than five tons.

The zone includes the bypass road to Lake Tolmacheva. Strict regulations will be in place for traffic to Lake Tolmacheva after June 21, 2025. The local authorities have indicated that access will be restored as soon as it is safe and practical to do so, with continuous monitoring of the situation through Kamchatka regional news channels.
