Here's the official statement:

"Respected passengers, due to planned technical maintenance from 12:00 hrs on May 6th, certain remote methods of refilling "Omsk" transport card balances through mobile banking apps and the "Omsk" app, as well as at Post Russia offices, may be unavailable. Refills can be made at the office of AO "Passenger Service" (84, Red Path Street) and in retail pavilions "Dilijans". An approximate end to the maintenance work is set at 16:00 hrs on May 7th," the statement reads.
