A Halt in Transparency: Delay in Mandatory Animal Husbandry Labeling for Pork in Germany

Initially, the deadline for the new animal husbandry labels on pork products in supermarkets was set for August 1st, 2023. However, the newly elected government has proposed a delay until March 1st, 2026, causing concern among consumer advocates who believe this delay is detrimental to transparency in shopping.

The proposed logo, chosen by the traffic light coalition, aims to provide customers with an enhanced understanding of the conditions in which pigs are raised. The label will be mandatory for domestic products and initially apply to fresh pork in retail stores. A system with five categories — “Stall” signifying the legal minimum requirements to “Bio” — is planned, featuring a factual-neutral design: rectangular and in black and white.

Critics argue that this delay does little to help the cause, as consumers want to know about the living conditions of animals, not just pigs. The government might utilize the extra time to expand labeling beyond pork.

The legislation, initially scheduled for implementation in August 2023, had already granted a two-year transition period. However, the delay request from the states prompted an extension of seven months, as per Federal Minister of Agriculture Alois Rainer. The reasoning behind this extension is to allow the states and the industry additional time to prepare for a flawless implementation of the labeling system from day one.

The long-term future of the labeling system remains uncertain, as the black-red coalition intends to revamp the labeling to make it practical and animal-welfare focused. The previously holding minister, Cem Özdemir (Greens), advocates for sticking to the current path, instead of overhauling it. Expansion to other animal species and restaurants and canteens did not materialize as planned.

Consumer advocate Jochen Geilenkirchen insists on expanding the labeling, believing it’s necessary for the labels to be mandatory on all products, irrespective of which animal species or where they are purchased. On the other hand, the German Animal Welfare Association suggests scrapping the current law and starting from scratch, as it does not promote improvements in animal welfare but merely documents the existing status quo.

Transparency in supermarkets has come a long way, though. Since 2019, retail chains in Germany have introduced a voluntary, self-designed labeling system, referred to as “Holding form.” This label also features five categories, encompassing pigs, cattle, and poultry. Geilenkirchen insists that transparency alone isn't enough; there must be a corresponding offer for making animal-friendly husbandry products widely available.

As of October 19, 2022, mandatory animal husbandry labeling has been implemented in Germany to enhance transparency regarding the welfare standards of animals raised for consumption. Critics, however, question the complexity, costs, and consumer understanding associated with such labeling. To improve the system's effectiveness, suggestions include simplifying labeling, educating consumers, and harmonizing with EU standards. Ensuring support for small-scale farmers would also help them adapt to the new requirements, fostering accessibility to the benefits of improved animal welfare for all producers.
