According to the draft law, the fees for driver's licenses are expected to increase, although the exact amounts have yet to be detailed. Foreigners residing in Russia may need to retake theoretical exams when exchanging foreign driver's licenses for Russian ones, which could potentially influence associated costs.

In terms of vehicle registration fees, the cost for vehicle registration certificates is likely to rise starting in September 2025, but the specific figures or percentage increases have not been explicitly provided.
