In the first half of 2025, the financial equalization between states in Germany reached a record high of 11.178 billion euros. This significant increase saw Bavaria, the wealthiest state, transferring a substantial 6.672 billion euros, making it the largest contributor.

Despite Bavaria's substantial contribution, the state has been vocal about its dissatisfaction with the current financial equalization system. Bavaria, led by Finance Minister Albert Fücker (CSU), has long argued that the system is unfair, as it contributes significantly more in tax revenues than it receives back, disadvantaging wealthier states like itself in favour of less financially strong regions.

In 2023, Bavaria filed a lawsuit against the financial equalization scheme with the Federal Constitutional Court, protesting against the fiscal redistribution mechanism that it claims penalizes its economic success. The dispute centres on Bavaria's belief that the current system is biased towards less prosperous regions at the expense of wealthier ones.
