Online gambling restrictions under consideration by the Philippine government due to mounting worries
The Philippines, under the leadership of President Ferdinand R. Marcos Jr., is moving towards stricter regulation and increased oversight for online gambling. This shift comes in response to growing concerns about the social impact of online gambling addiction and the links between digital gambling, online lending, and cybercrime.
In a bid to address these issues, Senator Erwin Tulfo, the new chair of the Senate Committee on Games and Amusement, has announced plans to launch a formal inquiry into the societal impact of online gambling. Tulfo, who personally supports a full ban on online gambling, expressed confidence that the committee would adopt a firm anti-gambling stance.
Senator Joel Villanueva has taken a similar stance, filing Senate Bill No. 47, which proposes a complete ban on online gambling and the repeal of laws that currently allow it. Villanueva has expressed concern over a pattern where financially vulnerable individuals, including overseas Filipino workers, resort to high-interest loan apps after gambling losses. He argues that the social costs of online gambling outweigh any tax revenue.
The administration, through the Presidential Anti-Organised Crime Commission (PAOCC), has provided data showing a strong link between cybercrimes and the rise of both online lending and gambling platforms. This data has further fueled the calls for stricter regulation.
In response, President Marcos Jr. is considering stricter regulations and a proposed "iGaming sin tax" aimed at addressing problem gambling and generating funds for supportive services. The administration prefers a thorough analysis of the social and economic impact of online gambling before implementing policy changes.
PAGCOR, the Philippine Amusement and Gaming Corporation, supports strengthening the regulatory framework and pledges action against illegal online gambling operations. Lawmakers and regulators are working together to crack down on these illegal sites.
While no outright ban is currently in place, the focus of reforms is on enhancing control, preventing illegal operations, and mitigating addiction risks through enhanced regulation and taxation. The stance of both the President and the Senate aligns on reforming online gambling by imposing stricter controls rather than imposing a total ban at this point.
Senate Majority Leader Joel Villanueva has also called on the Bangko Sentral ng Pilipinas (BSP) to strengthen oversight of digital financial services, particularly lending apps, in an effort to curb their links to online gambling and predatory practices.
As the debate on online gambling reform continues, it is clear that the Philippines is committed to addressing the challenges posed by online gambling and ensuring the safety and well-being of its citizens.
