The airport functions under a partnership between Luton Rising, the local council's development arm, and operators Aena and Infrabridge. The expansion calls for creating new taxiways and potentially revamping the existing terminal for better handling of increased traffic.
Luton Airport's stakeholders, Aena and Infrabridge, have already pumped in substantial investment, propelling annual passenger numbers from 10 million to approximately 18 million over the past 12 years. That's the quickest growth phase in the airport's history.

The expansion project, however, has drawn controversy due to potential environmental impacts. Critics have questioned whether adequate assessments have been conducted and raised concerns over climate change and noise pollution. Meanwhile, the airport's owner, Luton Borough Council, faces accusations of conflicts of interest, as financially gaining from the airport's growth may come at a cost to the environment and local communities.
