The Violet Line project, a significant infrastructure undertaking aimed at enhancing metro connectivity in Lisbon, has received four bids from competing companies. This development was announced in July 2025, marking an active competition in the tender process for the construction of the new line that will connect Odivelas and Loures.

The Violet Line, part of the Lisbon Metro network expansion plan, is scheduled for completion in 2029. The tender, launched on April 15, 2024, initially had a base price of €600 million, plus VAT. However, due to price adjustments between 2023 and the estimated start date of the new public procurement process, the total investment cost for the Violet Line has increased by 150.2 million euros.

The tender includes the design and construction of the Light Rail System infrastructure and the surrounding urban redevelopment, as well as studies for public utility expropriation proceedings and the supply of vehicles. The stations will have various typologies, with 12 aboveground, three underground, and two in trenches, spanning 11.5 kilometers and consisting of 17 stations.

The bids were opened on July 15 and are currently being analysed by the international public tender board. Among the proposals, Mota Engil, Engenharia e Construção, S.A./Zagope - Construções e Engenharia, S.A./Spie Batignolles Internacional - Sucursal em Portugal proposed a construction cost of €598.8 million. Another proposal, valued at €716.0 million, was presented by Teixeira Duarte - Engenharia e Construções, S.A./Casais - Engenharia e Construção, S.A./Tecnovia - Sociedade de Empreitadas, S.A./E.P.O.S. - Portuguese Underground Works Company, Inc./Somafel - Railway Engineering and Works, Inc./Jayme da Costa - Energy and Systems, Inc.

The fourth proposal, submitted by the companies FCC Construcción, Inc./Contratas y Ventas, Inc./Comsa, Inc./Comsa Instalaciones Y Sistemas Industriales, Inc./Fergrupo - Technical and Railway Construction, Inc., advanced with a value of €629.9 million. MasterStylo - Eletricidade e Telecomunicações, Lda. also proposed a value of €600 million for the design and construction of the new line.

At the time of writing, no specific bid values or detailed analysis of the bids themselves, such as which bids are favored or any concerns from Lisbon Metro regarding cost or capability, have been disclosed. The bid values were released after the legal deadline for deciding on any complaints regarding the list of bidders had passed.

The tender is intended to be contracted by the Lisbon Metro, and the announcement of the awarded bid is eagerly awaited. The Violet Line is expected to significantly improve transit accessibility in the areas of Odivelas and Loures, making it an important step towards a more connected and efficient Lisbon Metro network.
