India's Ministry Proposes Tough Rules to Combat Illegal Online Money Gaming

The Ministry of Electronics and Information Technology (MeitY) has proposed stringent measures to combat illegal online money games. The draft rules, under the Promotion and Regulation of Online Gaming Act, 2025 (PROG Act), are open for public feedback until October 31. Key provisions include making certain offences non-bailable and granting officers extensive search and seizure powers.

Under the draft rules, violations of sections 5 and 7 of the PROG Act will be cognizable and non-bailable. Section 5 prohibits offering, aiding, or engaging in online money games and related services. Section 7 bars financial institutions from facilitating transactions linked to such services. Authorised officers can now enter any premises, physical or digital, to search and arrest suspects without a warrant, with draft rules extending legal protection to these officers.

The government aims to hold companies accountable for any breaches. The entire staff of these companies could face consequences if found facilitating such violations. The ministry invites the public to share their views on these tough measures before the deadline.

The proposed rules under the PROG Act, 2025, signal a significant crackdown on illegal online money games. With non-bailable offences and enhanced search powers for officers, the government seeks to deter and penalise such activities. Public feedback is currently being sought to shape the final rules.
