The Youth Welfare Committee has greenlit numerous projects to expand and renovate daycare facilities. However, a contentious decision was made regarding the Autism Competence Center, with members requiring more information before approving the increased costs and extended contract term.

Key Decisions

Youth Center Q1 Relocation

Mayor Claudia Werker announced that the Youth Center Q1 will be leaving its current location at Quirlsberg, necessitating a new home to continue youth work in the city center. The Youth Center will transition to rented spaces in the interim, and further information on the relocation process and new locations is yet to be revealed.

Autism Competence Center Delays

The council has postponed a decision on financing the Autism Competence Center, due to concerns about the costs, contract term, and a statistical surplus of daycare places in the surrounding area. The Competence Center, which will include training and education resources for autism, remains a welcome addition principally, but members wish for more information about the concept before voting on approval.

Digging Deeper

The new construction project for a four-group daycare center, set for Hebborn, consists of 63 places, with 15 designated for children with autism spectrum disorder. A 20-year contract with Awo Sommerberg GmbH is in consideration, leading to increased costs of around 2.2 million euros compared to the initial resolution in 2021.

More Info

The committee agreed on the need for 24 residential youth care places. The administration has been tasked with finding a suitable property to accommodate various types of accommodations, such as group homes or emergency placements. Foster families will receive additional subsidies for furniture and clothing in the future, and the guidelines for foster families will be revised with relevant updates.

Three kindergartens, "Dreckspatz," "Frobel Kindergarten ZAK," and "Lehmpoehle," will undergo renovation to address moisture issues and the risk of mold growth. The total cost for these refurbishments is approximately 320,000 euros.

The committee also approved subsidies for three kindergartens: Lehmpoehle, Familienzentrum ZAK, and Pusteblume, with the city contributing a one-time share of 1600 euros.

Keep tabs on ongoing developments regarding the relocation of the Youth Center Q1 and the Autism Competence Center. The council's decisions on construction timelines and locations remain up in the air while they tackle the concerns and gather more information on these projects.

The Autism Competence Center, requiring increased costs and an extended contract term, has led to a delay in its financing by the council due to concerns about the costs and a surplus of daycare places in the surrounding area. In a separate matter, the council is yet to reveal further information on the relocation process and new locations for the Youth Center Q1, which will transition to rented spaces following its departure from Quirlsberg. Finance will be a crucial factor in both projects.
