The infamous offenders include LLC "Yuzhuralenergostal," LLC "Avangard Plus," LLC "StroyCity Plus," LLC "Universal," LLC "StroyLeader," LLC "Liga," LLC "RSU," LLC "Zhilishchny Servis," LLC "UralProject," LLC "Tema," and LLC "StroyKontinent." They all participated in tenders organized by the "Regional Operator for Capital Repair of Common Property in Multifamily Buildings in Chelyabinsk Oblast."

Instead of crashing heads in actual competition, these players chose to work together, resulting in contracts being awarded at prices suspiciously close to their initial offers. Things got real fishy when the winning bidder signed a subcontract with a 'competitor' to carry out the repair work! Altogether, these firms clinched 23 contracts with a combined worth of approximately 175 million rubles.

The big question here: What kind of dealings were going on between these companies to bypass fair competition and steal the show? The answer lies in an anti-competitive agreement, according to the Chelyabinsk Regional Antimonopoly Office. The heavier the fines were weighed, the more obvious it became who the culprits were: LLC "Avangard Plus" and LLC "Liga" shelled out approximately 3.3 million rubles combined; LLC "RSU" parted with around 1.9 million rubles; and LLC "StroyLeader" coughed up around 1.6 million rubles. The remaining participants were dinged up to 1 million rubles each. The overall fine tally amounted to a whopping 13.6 million rubles.
