Expansion in Local Housing Supply by Municipal Authorities
Berlin's city-owned housing companies are making strides in their mission to keep rents affordable while expanding the housing market. According to the latest Berlin state data from August 2025, approximately 4,705 new municipal apartments are expected to be completed in 2025 [1].
In 2024, the municipal housing portfolio grew significantly. A total of 3,525 new housing units were added, with 3,461 of them being newly built. Construction began in 2024 on 4,070 further municipal apartments across 25 new projects. Moreover, foundation stones for 5,681 apartments were planned in 2025 [1].
These figures suggest an ongoing significant expansion of municipal housing through 2025 and 2026. By the end of 2026, the city-owned housing stock is targeted to reach about 400,000 apartments, up from 365,161 apartments as of the end of 2024 [1].
However, it's important to note that the statistics do not include the city-owned company Berlinovo, which owns another approximately 30,000 apartments. When combined, the city-owned housing companies manage a total of around 395,000 apartments.
Senator for Urban Development Christian Gaebler (SPD) announced the increase in managed apartments by the city-owned housing companies. The goal of managing around 400,000 apartments by the end of 2026 has not yet been fully achieved, but the companies are close to reaching this target, set in 2016.
The city-owned housing companies are working towards building a large number of apartments amidst increased construction costs. The Senate aims to increase its influence over the Berlin housing market by expanding the number of municipal housing units.
As of December 31, 2024, Berlin's city-owned housing companies managed 365,161 apartments. This represents around 25 percent of the total rental apartments in Berlin, which is approximately 1.7 million.
In summary, Berlin's city-owned housing companies are actively working to increase the number of affordable apartments in the city, with plans to reach a total of 400,000 apartments by the end of 2026. The current figures indicate a significant expansion of municipal housing, but the city still has a way to go to meet its ambitious goals.
