EU Commission and Parliament Strengthen Ties in Revised Framework Agreement
The European Commission and Parliament have revised their Framework Agreement, strengthening their relationship and Parliament's role in EU governance. The President of the Commission will consider Parliament's request to remove a commissioner but retains control over portfolio reshuffles.
The revised agreement, finalised on 9 September, addresses previous concerns. It ensures Parliament is consulted before legislative initiatives and informed about the gender balance and structure of the incoming Commission college. Parliament, in turn, agrees to consult the Commission on changes to its Rules of Procedure.
The new agreement also bolsters Parliament's scrutiny of international agreements, like the planned division of the Mercosur Agreement in 2025, which could significantly impact EU agriculture, economy, and environment. It also aims to ensure the Commission treats Parliament and the Council equally in various procedures.
The revised Framework Agreement, awaiting final endorsement from the Parliament, aims to improve consultation, information exchange, and equality between the Commission and Parliament. It addresses past issues and strengthens Parliament's role in EU governance.
