EMC 2025: States Push for EU Funding Role in MFF 2028-2034
The 98th session of the European Ministerial Conference (EMC) took place in Baden-Baden on September 24 and 25, 2025. Representatives from German federal states, including Baden-Württemberg, Bavaria, and North Rhine-Westphalia, along with federal ministries, attended. The conference discussed crucial EU funding policies, with a focus on the Multiannual Financial Framework (MFF) for 2028 to 2034.
EU State Secretary Florian Haßler stressed the significance of the MFF for EU funding policy and the involvement of states in its phases. The EMC adopted a resolution echoing these sentiments, emphasizing the role of states in shaping and implementing regional policy. The conference also welcomed the agreement between Switzerland and the EU on a new contractual basis, acknowledging Switzerland's importance as a partner for German states.
Minister of Europe Melanie Walter praised the EMC as an important partner for a strong and reliable Europe. The conference agreed on the importance of joint funding of research and innovation at the EU level to compete globally. However, Hesse's State Secretary for Federal and European Affairs, Karin Müller, opposed the EU Commission's MFF plans, which could weaken regional co-determination. The EMC welcomed the decision to continue Interreg programmes in their current form beyond 2027, demanding close regional involvement in their development.
The 98th EMC in Baden-Baden highlighted the importance of state involvement in EU funding policies, particularly the MFF. It also emphasized the need for joint EU-level funding of research and innovation and the continuation of Interreg programmes. The conference's decisions and discussions will significantly influence the EU's financial priorities and regional policies for the next seven years.
