Rising Costs for Car Owners in Russia: Changes to State Duties Starting September 1
Starting September 1, 2025, car owners in Russia will experience an increase in costs for various vehicle-related services and documents. These changes, reported by the portals Autonews and IA DEITA.RU, will affect the prices of obtaining a driver's license, vehicle registration certificate, transit state signs, vehicle admission certificate for dangerous goods transport, personal identification card, and changes to previously issued passports.
- Driver’s License:
- The fee for a national driver's license has doubled, now costing 4,000 rubles.
- A new generation plastic driver's license will set you back 6,000 rubles.
- International Driver’s License:
- The fee has increased from 1,600 to 3,200 rubles.
- Vehicle Registration Certificate:
- The paper version fee has tripled to 1,500 rubles.
- The plastic, new generation certificate has increased to 4,500 rubles.
- Transit State Signs (License Plates):
- The metal Transit signs fee has increased from 1,600 to 2,400 rubles.
- The paper Transit signs fee has risen from 200 to 300 rubles.
- State registration plates for cars have increased from 2,000 to 3,000 rubles.
- For motorcycles and trailers, the cost has increased from 1,500 to 2,250 rubles.
- Vehicle Admission Certificate for Dangerous Goods Transport:
- The issuance fee has increased from 1,500 to 2,250 rubles.
- The extension fee has increased from 1,000 to 1,500 rubles.
- Personal Identification Card:
- The fee has increased from 800 to 1,200 rubles.
- Changes to Previously Issued Passport:
- The fee has increased from 350 to 525 rubles.
A new state duty of 500 rubles will also be introduced for entering data into the EAISTO database when obtaining a diagnostic card. These changes reflect a broad hike in administrative fees related to car ownership and licensing in Russia, effective September 1, 2025, as signed into law by Vladimir Putin.

On top of the existing fees, obtaining a new generation plastic driver's license will now cost 6,000 rubles in the Russian automotive industry, as per the reports from Autonews and IA DEITA.RU. Additionally, increases in state duties for finance and transportation sectors are evident, with the issuance fee for the Vehicle Admission Certificate for Dangerous Goods Transport rising from 1,500 to 2,250 rubles.
