Deputies in the State Duma are promoting the incorporation of a novel provision within bills for housing and utility services.

In a recent development, a draft decision proposing a new tariff structure for housing maintenance and repair services in Russia has caused a stir in Biyisk City Hall. The proposal, which was part of a meeting of the Council on Construction and Housing and Utilities under the Federation Council of Russia, suggests a unified tariff structure across municipalities, limiting local governments' flexibility in financing repair work.

Svetlana Razvorotneva, Deputy Chair of the State Duma's Housing and Utilities Committee, has suggested introducing a new line for housing repairs in HCS bills. This proposal includes a calculation technology for three types of tariffs: economy, comfort, and premium. However, the details of this technology have yet to be specified.

The economy option includes essential maintenance work such as winter preparation, gas equipment maintenance, and elevator maintenance. The comfort tariff adds to the essential maintenance work with floor cleaning, flower bed watering, and courtyard maintenance. The premium option, on the other hand, includes energy efficiency improvement services in addition to the comfort tariff.

The draft decision does not indicate whether the new methodology will apply to all regions in Russia or just specific areas. It also does not specify the impact of the proposed methodology on the existing tariff options.

As a result, Biyisk City Hall has explained why they cannot reorder courtyards for repair. The proposed federal standardization of housing maintenance and repair services tariffs limits the ability of local authorities and housing organizations to initiate repairs outside of the approved scope and pricing framework.

The centralized tariff regulation aims to prevent unauthorized or additional charges for repairs not included in the established tariffs. This means that City Hall cannot order extra repairs (such as courtyard renovations) without them being formally included in the approved tariff list.

Moreover, by setting uniform tariffs, the government controls funding flows for maintenance and repair, limiting discretionary spending by local authorities on projects like courtyard reordering unless these are covered under the federal guidelines.

The Russian government is considering developing a methodology for calculating the cost of managing companies' services for multi-apartment building maintenance and repair. This development is likely to involve changes to regulatory legal acts.

It is important to note that this article does not provide details on the timeline for implementing the proposed changes or the expected outcome. Furthermore, the article does not mention any objections or opposition to the proposed changes from any parties. The proposal was reported by the newspaper "Izvestia".

  1. The new line for housing repairs in HCS bills, as suggested by Svetlana Razvorotneva, encompasses three types of tariffs: economy, comfort, and premium, each with different maintenance services.
  2. The centralized regulation of housing maintenance and repair services tariffs introduced by the federal government limits local authorities' discretionary spending on projects like courtyard reordering, as they are required to stick within the approved scope and pricing framework.
