Denmark Announces Modernization of Shop Opening Rules on Public Holidays

The Danish government has unveiled plans to modernize shop opening rules on public holidays, allowing for more trade, jobs, and a boost to local tourism.

Under the existing 'Lukkeloven' or closing law, most shops in Denmark, including major supermarkets, must shut down during public holidays, with only smaller grocery stores and specific types of shops, such as petrol stations, allowed to stay open.

However, this law is set to change, with the government striking an agreement with three opposition parties—the Conservatives, the Social Liberals, and the Danish People's Party—to grant shops in smaller-sized towns the flexibility to operate on public holidays. Specifically, shops in the center of towns with populations under 16,850 will be permitted to open.

All local authorities will also be given broader ability to keep shops open on public holidays if an event is taking place. A 10 million kroner fund for community-run grocery shops will also be allocated, in addition to a previously established 6.6 million-krone fund.

The changes will take effect after the next election, scheduled for 2026.

Business Minister Morten Bødskov explained that the aim is to remove unnecessary obstacles for local businesses. "Keeping the local clothes shop, paint store, or grocer open is crucial for local communities," Bødskov said. "That's why I'm pleased ... that we've agreed to modernize the closing law."

While the primary changes affect smaller towns, the core rule restricting shop openings on public holidays will remain for most retail businesses nationwide. Shops in cities, including Copenhagen, may still operate with special permissions, particularly those catering to tourists.

It is worth noting that public transport usually operates on a reduced "Sunday schedule" on public holidays, but this does not affect retail opening hours. Additionally, some tourist-oriented shops in Copenhagen may open with special permissions, but this is less common in smaller towns.

The announcement represents a gradual modernization of shop opening regulations in Denmark, with the aim of accommodating changing trends in online retail and offering greater flexibility to local businesses and communities.
