Decade Since Daesh Tragically Slaughtered 21 Men at Libya's Breach

On February 15, 2025, ten years after Daesh (ISIL) released the chilling video of the beheadings of 21 men on a Libyan beach, the international community remains wary of this terrorist organization. Majority of the victims were Coptic Orthodox Christians, abducted from Sirte, Libya, between December 2014 and January 2015. The brutality of the murder, committed on a functional state's territory, sent shockwaves around the world.

Daesh, infamous for its atrocities, had a strong presence in Syria and Iraq at the time. Following the murder of the 21, many Egyptians fled Libya due to security concerns. The U.N. Security Council recently acknowledged that Daesh continues to pose a serious global threat, with operations persisting in Iraq, a potential resurgence in Syria, and increasing focus on activities in Africa.

Terrorist groups, such as Islamic State in Iraq and the Levant Khorasan (IS-K), remain a prominent threat in Afghanistan, and its affiliates, like Islamic State West Africa Province (ISWAP) and Islamic State in the Greater Sahel (ISGS), are expanding their operations in Sub-Saharan Africa. Particularly alarming is the increased focus on school attacks in Burkina Faso, Mali, and Niger, causing loss of life and denial of humanitarian assistance.

These groups also utilize the internet to recruit and inspire individuals, with IS-K plotting attacks beyond Afghanistan, as evidenced by the arrest of a French teen planning to attack an Olympic soccer match in January 2025. The U.N. Security Council also raising concern about the potential misuse of advanced technology, such as 3D printing and AI, by terrorist organizations to improve their capabilities and radicalize young people.

The need for a multilateral, coordinated approach to counter Daesh's evolving strategies cannot be overemphasized. The international community must take proactive measures to prevent a repeat of the horrors of Daesh’s crimes. This includes identifying and addressing early warning signs, and taking appropriate action in accordance with international commitments.

As a reminder, as of February 2025, Daesh continues to pose a significant threat globally. Particularly worrisome are their activities in the Sahel region, northern Somalia, and central Somalia. Furthermore, the group's global financial network and influence remain strong, ensuring its ability to endure military actions and recruit across borders.
