Cameroon Imposes Heavy Fines: MTN and Orange Face $4.6 Million Penalties for Telecom Failures
In a significant move to uphold service quality within Cameroon's digital economy, the Telecommunications Regulatory Board (TRB) has imposed fines totalling approximately US $4.6 million (2.6 billion CFA francs) on MTN Cameroon and Orange Cameroun for breaches of service delivery and regulatory standards.
MTN Cameroon Fined for Service Quality Issues
MTN Cameroon was fined approximately US $1.8 million (1 billion CFA francs) for failing to meet minimum network coverage and overall service quality standards. The fines were a response to widespread issues such as unreliable voice and data services, frequent outages, and substandard coverage, which were discovered during inspections carried out by the TRB between April and May 2024 in major cities and along key transport routes.
Orange Cameroun Faced Multiple Fines
Orange Cameroun received a total fine of about US $2.86 million. The fine included a US $2.5 million (1.4 billion CFA francs) penalty for poor service delivery and coverage violations. In addition, the company was fined an additional US $357,600 (200 million CFA francs) for breaches related to pricing transparency and faulty opt-out mechanisms for value-added services, which violate consumer rights.

This enforcement action reflects the regulator’s firm stance on ensuring compliance with licensing obligations and protecting service quality and consumer rights in Cameroon’s rapidly growing telecommunications sector. The move is a significant enforcement step in Cameroon's push to uphold service quality within its digital economy.

The TRB aims to reinforce expectations that providers meet their contractual obligations to consumers. Officials have warned of potential additional penalties for continued non-compliance, which may include reductions in license validity periods. The telecom regulator also plans to intensify oversight of service providers, and thorough infrastructure audits will be conducted.
As of the latest reports, neither MTN Cameroon nor Orange Cameroun has publicly responded to the fines. The penalties come in response to growing public frustration and repeated calls from the Minister of Posts and Telecommunications to improve deteriorating service quality.
