Bidding announcements for the Cuba Programme Fund in 2019-20 period
The British Embassy in Havana has announced a call for bids for innovative projects aimed at supporting technical assistance work between the UK and Cuba in various priority areas. The deadline for submission of project proposals is Monday, March 25, 2019.
To apply, each institution may submit up to 5 proposals, which can be completed in either English or Spanish. Proposals must be related to one of the specified policy areas, including Financial and Professional Services, Global Health Threats, Biotech and Life Sciences, Higher Education and English Language Teaching, Energy, Public Procurement, Public Policy, Administration and Governance, Cuban economy, challenges and solutions.
Each project intervention can be up to £10,000. The project proposal must outline how budgets are to be spent using the Activity Based Budget Form (ABB), which is available for download on the British Embassy in Havana website, along with the Project Proposal Form. Proposals should include a fully developed Activity-Based Budget.
The Embassy is seeking projects with concrete objectives and measurable policy outcomes. Academic research projects and research collaboration projects are not fundable. Only bids approved by the Cuba Programme Board will be considered for delivery.
Eligible organizations or agencies must be legal entities, not-for-profit or commercial companies, registered NGOs or governmental organizations, academic or research institutions, and demonstrate previous project delivery and management experience, legal registration, sufficient technical, financial, human and logistical capacity, and the ability to deliver at least 85% of the proposed project activity by mid-December 2019.
Upon approval, implementers will be asked for further due diligence information and to sign a contract or grant agreement with the British Embassy in Havana. Bidders will be advised if their proposals are accepted for implementation.

When considering international development projects, typical eligibility criteria often involve legal status, relevant experience, financial viability, compliance with regulations, and a clear project proposal. For precise eligibility criteria, it would be necessary to consult specific policy documents or contact relevant UK government departments responsible for international development projects.
The call for bids can also be found on the British Embassy in Havana website. The indicative timetable for the bidding round timeline is 2019-20, with the deadline for submission on March 25, 2019, and review by the Cuba Programme Board starting on April 22, 2019. The Embassy Programme Fund does not authorize the purchase of capital goods, flight costs above economy class, nor funding for purely academic research projects.
Businesses and institutions interested in the call for bids by the British Embassy in Havana might focus their project proposals within the Financial and Professional Services sector, as investing and finance are an essential part of these priority areas. Project budgets, not exceeding £10,000, should be presented using the Activity Based Budget Form (ABB) and contain concrete objectives with measurable policy outcomes, ensuring compliance with regulations and demonstrating previous project delivery and management experience.
