Baykalie is omitted from the DFA's list of supported areas, where financial aid for three children was granted.

In a significant move to support families with multiple children, the Russian Government has announced plans to allocate approximately 540 million roubles for the mortgage payoff pilot project in 2025. This initiative is set to aid around 1,200 families in the eligible Far Eastern regions.

The program, which provides a one-time payment for mortgage payoff to parents who have a third child or more, has seen an increase in the relief amount to one million roubles in eight Far Eastern regions. This is a significant rise from the standard 450,000 roubles offered elsewhere.

The eight eligible Far Eastern regions participating in this program are:

  • Jewish Autonomous Area
  • Kamchatka Territory
  • Primorye Territory
  • Khabarovsk Territory
  • Amur Region
  • Magadan Region
  • Sakhalin Region

These regions have experienced high demand for supplementary funds to continue providing this mortgage support.

This measure is part of broader efforts by the Russian government to support families with children and reduce their financial burden, especially in regions with challenging economic conditions. It complements other regional economic growth incentives, including a related program that allows certain regions to write off up to two-thirds of their federal budget loan debt, helping free up funds for infrastructure and social support.

The mortgage payoff pilot project began in Primorye in 2023 and has since been expanded to include additional Far Eastern regions. In 2024, the project's geography expanded to include the Chukotka Autonomous Okrug.

Since the inception of the program, over 2,000 families have received aid totaling more than 800 million roubles from the federal budget. Each family in the participating regions will receive 1 million roubles to pay off their mortgages as part of the project.

It's important to note that the Zabaykalsky Krai is not included in the list of regions receiving additional funds. The total amount allocated for the project in these regions is over 536 million roubles.

This program underscores the government's ongoing commitment to improving living conditions for families with multiple children, particularly in the Far Eastern federal districts, by easing mortgage payments through targeted federal aid. The program is being implemented in multiple Far Eastern regions of Russia and is being reported on the website of the Russian Government.
