Over the past five years, the Federal Office for Migration and Refugees (Bamf) obtained travel documents for 7,557 foreigners to facilitate their departure. This information was revealed in response to a query from the Tagesspiegel (Friday edition). The office stated that approximately half of these attempts, between 2020 and 2024, were unsuccessful or not aimed at achieving the desired outcome due to various issues.

In response to a request from the "Tagesspiegel" Friday edition, the Federal Office for Migration and Refugees (BAMF) revealed that it has issued travel documents to facilitate the departure of 7,557 foreigners over the past five years.

BAMF disclosed that approximately half of the cases in the 2020 to 2024 period yielded inconclusive or unsuccessful results due to various reasons. The agency procures replacement papers within the framework of administrative assistance at the request of federal states for certain countries of origin, and in their entirety for three specific federal states. To identify the respective nationals, BAMF organizes joint hearings with experts from the respective countries.

In 2020, 511 papers were procured, followed by 1,491 in 2021, 1,422 in 2022, 1,833 in 2023, and 2,200 in 2024. The documents were handed over to the relevant federal states for further implementation.

However, the procurement was not productive in more than half the cases, stemming from failed departures, unclear situations, or the presentation of original travel documents. The agency informed "Tagesspiegel" that it is not responsible for the outcomes of these efforts.

Specifically, nearly 6 out of every 10 administrative assistance requests (57%) were ineffective for various reasons: 28% due to the issuance of a residence permit or an expulsion ban, 21% due to the unknown whereabouts of the respective foreigners for over two years, and 12% due to the presentation of travel documents by the affected individuals.

It is essential to note that this analysis pertains to the overall operations of BAMF and the challenges associated with the procurement of travel documents for foreigners in Germany. These challenges include increased demand, administrative complexities, pandemic-related restrictions, interagency coordination issues, technological limitations, and legal constraints. Addressing these factors requires improvements in staffing, digital modernization, and adaptive policies to enhance operational efficiency in future endeavors.
