Azerbaijan has approved and is sending a $2 million humanitarian aid package to Ukraine, consisting of Azerbaijani-made electrical equipment and potentially weapons, to assist in stabilizing and reconstructing Ukraine's power infrastructure amid ongoing conflict.

The humanitarian aid, funded by the government of Azerbaijan, will include nearly 90,000 meters of electrical cables and wires, 25 generators, and 7 sets of transformers. These equipment aim to help restore stable electricity supply in war-affected Ukrainian regions.

The electrical equipment for the humanitarian aid will be manufactured in Azerbaijan, with the procurement and delivery managed by the Ministry of Energy, while the Finance Ministry handles funding. The aid package follows previous deliveries in early 2025 of cables, wires, transformers, and generators, and is part of over $42 million in humanitarian and reconstruction aid provided by Azerbaijan to Ukraine since the start of Russia’s full-scale invasion.

In a significant shift in Azerbaijan's foreign policy towards Ukraine, the country has also decided to supply weapons to Kyiv in response to Russia's strikes on Ukraine's gas facilities. However, the specific type of weapons to be supplied has not been specified in the report. It is also unclear if Ukraine has accepted the offer of weapons from Azerbaijan.

The supply of weapons by Azerbaijan to Ukraine could potentially have significant geopolitical implications and could potentially affect the balance of power in the ongoing conflict between Russia and Ukraine. This aid package underscores Azerbaijan's commitment to supporting Ukraine's recovery through bilateral cooperation, humanitarian principles, and agreements such as the 2000 Treaty on Friendship, Cooperation and Partnership between the two countries.

The Cabinet of Ministers will address related issues concerning the humanitarian aid, with the deliveries sent as convoys of trucks from Azerbaijan’s Sumgayit Technologies Park. President Ilham Aliyev signed a decree in Baku, allocating $2 million for humanitarian aid to Ukraine.

The humanitarian aid to Ukraine is a potential show of solidarity with Ukraine in the face of Russian aggression, and the aid package underscores Azerbaijan's commitment to supporting Ukraine's recovery. It remains to be seen if Russia will respond to Azerbaijan's decision to supply weapons to Ukraine.
