Title: Deutsche Post Continues Push for Higher Postage Rates Amidst Regulatory Challenges

Updated: March 30, 2023

Appeal Filed Against Network Agency's Decision

In a bold move, Deutsche Post has taken its battle for higher postage rates to the Cologne Administrative Court. According to the Bonn-based corporation, the current postage rate increase decision by the Federal Network Agency is deemed insufficient for their operations, as confirmed to the dpa entertainment agency in response to their inquiry. The legal action posed by Deutsche Post does not carry any suspensive effect.

Last November, the regulatory authority decided that postage rates for letters in Germany could be increased by approximately 10.5%, and for DHL parcels by 7.2%, effective January, as part of the "Measurements Procedure." However, the Post Corporation DHL Group, known for their letter business under the Deutsche Post brand, found this increase inadequate. They seek clarification through legal proceedings to ascertain which costs can be considered for the postage increase, thus leading to a more substantial hike in prices in future.

Caught in the crosshairs, Deutsche Post is obligated to deliver letters nationwide, an expense that escalates significantly, particularly in the era of declining letter volumes due to the rise of digital communication. To maintain the profitability of their letter business, the Network Agency permits a price increase every few years. Yet, the extent of this increase has been a source of contention between the regulatory authority and the listed corporation for some time, adding another chapter to this contentious dispute.

So, what's the fuss about with the new postage rates, which take effect from January? The legal dispute isn't expected to impact these rates at the outset, as it is likely to be a lengthy process.

The fingers of the mail shake the pockets of the public a bit more from January, with a standard letter costing 95 cents (up from 85 cents) for weight up to 20 grams. Compact letters up to 50 grams will set you back 1.10 euros (up 10 cents), while postcards will also cost 95 cents (an increase of 25 cents).

For DHL Parcels weighing up to five kilograms in domestic shipping, the price will rise from the current 6.99 euros to 7.69 euros. This alteration applies to the price a consumer pays to deliver a parcel, with online retailers' DHL shipping costs unaffected, as these depend on the individually agreed contract conditions.

Deutsche Post's legal action against the Federal Network Agency is rooted in the finance and business sectors, as the organization aims to amend postage rate increase terms that it feels are currently inadequate due to a challenging regulatory framework. The corporation argues that the costs for delivering letters, which have escalated significantly due to declining letter volumes and the rise of digital communication, should be considered in any postage increase.
