Russia Introduces Annual Family Tax Payment from 2026
The Social Fund of Russia is set to introduce an annual payment for families with two or more children, starting from 2026. This new initiative aims to support families and ease the financial burden of raising children.
Eligibility for the family tax payment is based on several criteria. Firstly, families must have children under 18, or under 23 if they are full-time students. Additionally, parents must have paid their Personal Income Tax (PIT) for the previous year. Another important requirement is that the family's average income for the previous year should not exceed 1.5 times the regional living minimum.
Applicants with outstanding alimony debts are not eligible for this payment.
The family tax payment is a refund of part of the previously paid PIT. The annual payment amount is calculated as the difference between the two PIT amounts: 59,500 rubles (110,500 - 51,000). This difference represents the amount of taxation at a 13% rate on the previous year's income, minus the taxation at a 6% rate on the same income.
For example, the PIT at a 13% rate on an income of 850,000 rubles would be 110,500 rubles (850,000 x 13%). On the other hand, the PIT at a 6% rate on the same income would be 49,500 rubles (850,000 x 6%).
The family tax payment will not be deducted for debts, and no fees will be charged for services related to the payment operations.
Applications for the family tax payment can be made in-person at the Social Fund's client service, or electronically through the government services portal. Once approved, the payments will be transferred directly to the applicant's account in a Russian bank.
